As crews from the Pittsburgh Water and Sewer Authority and ALCOSAN worked Monday to repair a stretch of Washington Boulevard in Highland Park where flash flooding killed four people Friday, their bosses were meeting to discuss what -- if anything -- can be done to prevent further problems.
